As the "Speaker" of the Parliament, if one is to be had, and on the advice of Ivan Kolev, I'm making this poll.
What kind of Parliament will we have?
1. None
No Parliament
2. Council
:I'm thinking the system of government should be like this:

You have 5-7 ministers (excluding the Chief Justice and the King). Perfect for this number. Before I talk about the adoption of a resolution, I'll talk about the roles of certain members
Ministers (as Grand Council)
Vote on resolutions and run their respective ministries. However only the PM and DPM can put forward any resolution, others can only put forward resolutions relative to their field (e.g. Foreign Minister can only put forward Foreign resolutions).
King
Has the power to:
-Declare war, but with approval of minimum 5 council members and the Foreign Minister.
-Make peace with the same circumstances.
-Support of condemn a resolution, but no vote.
-Overrule a resolution (only in emergencies). Minimun support of 3 council members and 3/4 of the military.
-Declare state of emergency. With unanimous approval of the Council and the military.
Chief Justice
Gives advice on each resolution. Interprets said resolution. Has the responsibility to put a Council member/king on trial if it is supported by at least 6 members of the Council and the whole military. Can put forward a resolution.
The King can put forward resolutions. The military can with support of 1/2 the military + 1 member of the military.
Adoption of a Resolution
As I said, a resolution is put forward. After this, the Council shall split itself into two:
1) The "Proposition" side of the house.
2) The "Opposition" side of the house.
After this, a debate will start in PM. All the government will watch, along with representatives of the military. To prevent this from being a salt-filled shouting match, some rules:
1) Every speaker (minister) can only do 3 posts on their argument.
2) Except if the house is not balanced, the side with less members get more speaking opportunities.
3) Both sides can put forward arguments and rebut in their speech. The first speaker will also have to define the motion.
4) Observers such as the King and the military can do 2 posts on their support/condemnation.
5) In the end, both sides will present a reply speech, summarizing their arguments.
6) The Chief Justice summarizes the clashes in the debate and gives criticism and advice.
Voting then starts, with the 2nd last vote being the DPM and the last being the PM. The rest are free to vote in any order.
The results are announced by the chief justice. The losing side will be asked if they accept the results. If not, a hiatus will be issued for lobbying.
Finally, the King and PM jointly legitimize the bill/resolution."
3: Bicameral
2 Chambers: The Council and a House of Lords consisting off all Nobles. Each can write Bills, but both must approve. Lords will work like British House of Commons or US House of Representatives.
