Before i make my recommendation. Realise that you can change items DURING battle. So when you move your general, use movement items. When you attack with your general, use attacking (damage bonus) items. When your general is away from battlefield, use supply items. Etc
So i wont give a recommendation only. Ill also point out when to use items on the right time.

Supply items
Obsolete by skills: -
Types:
General only: Tent - 2 lives per round 135 (108 80% price) Army tent - 4 lives per round: 300 (240 80% price) Military camp - 6 lives per round: 625 (500)
Surrounding (banner skill needed): Bear flag - 1 live per round 335 (268) Eagle flag - 2 lives per round 910 (728)
Usage: Appoint this item only at the end of a round, since the supply will be added after pressing the hourglass. Appoint this item on a general when he is away from the battlefield after a though battle in which he lost many lives.
In general just appoint this to the general at the end of a round unless theres another general nearby or other troops, since when there are other troops, defense items will save you more than these items.
The surrounding items will trigger on surrounding troops. So when your troops are damaged you can put them close to this general. However, this effect is so little that its narrowly visible.
My recommendation: A supply item is a recommend item. Its needed to repair health from your general each round. However, when there are other troops nearby, defense items will save you more than supply items.
But price aint too high as well. I wouldnt go for the tent since the better alternatives arent top expensive as well.
You can find a millitary camp in the liepzig campaign (imperial eagle) and the liberation of the rhine (coalition) for 625 till 500 medals with a trade general.
If you find that too expensive for beginning an army tent can fit in as well. You can find that in the gunboat war (coaltion) and the battle of wagram (imperial eagle) for 300-240 medals with a trade general.
I wouldnt recommend the surrounding items? Why? First its limited, the general needs to have the banner skills in order to be able to war flaggs, like these.
And even if your general has banner. Does that 1 or 2 health per round make a difference? Does that crappy infantry unit nearby needs health? I dont think so.
Third, the price. 910-728 and 335-268. The second one sounds reasonable, but as i said before. That 1 health per round isnt really notable. The other price is very high. And even though 2 health per round for the surrounding sounds nice. There are better items for a cheaper price.

Armored Carrier
Obsolete by skill: Sailor
Price: 305-244
Obtainable in campaign: Coaliton disruption - imperial eagle Assault on French - coaliton Battle of Brittain - HRE Finnish war - Eastern Overlord
Usage: Use this to attack enemy troops when on sea tiles with land troops (horse, arty, inf). Your general wont recieve the 50% damage penalty when land troops enter sea. This is more than the damage adding items, so when on sea, this item is better.
When you dont need to attack. Use supply to regain health.
Pros: *Biggest damage adder on sea with land troops *hybrid skill, for horse, infantry and artillery
Cons: *Too situational *Obsolete by skill "sailor"
Recommendation: I dont really recommend this item. Since i think its too situational. Its great for landing missions, dont get me wrong. but how many times do we actually need that?
However, the item isnt really expensive. And for some campaigns, you do have land troops in sea. For those campaigns, this item is good. So if you are stuck in one of those type of campaign. You can consider this item.

Also appoint this item on a general when he lost lives and is surrounded by weak troops. In general just appoint this to the general at the end of a round unless theres another general nearby or other crazy troops. The surrounding items will trigger on surrounding troops. So when your troops are damaged you can put them close to this general. However, this effect is so little that its narrowly visible. My recommendation: A supply item is a must-have item. Its needed to repair health from your general each round. The price aint too high as well. Wouldnt go for the tent since the better alternatives arent top expensive as well. And you aren't going to let your general retreat during campaigns, right?

Pumper
Obsolete by skill: Fireproof
Price: 505-404
Buy places: Copenhagen campaign - coalition Battle of trafalgar - coalition North america 1 - imperial eagle Anglo-turkish war - eastern overlord Black Sea Breakout - sns
Usage: Well, with this item your general wont be on fire... But when to use it? No.. just no.. on land you can just move to another tile next round. On a ship its a little more usefull, since the ship caries the fire with him.
Recommendation: I would not buy this item. Its just plain useless on land units and not all too usefull on ships as well. The price isnt too low but isnt too high as well. But for the capability of this item the price is high. So a no for me

Economic items
Items: Encyclopedia (+50% city income) 385-308 Napoleonic code (+100% city income) 635-508
Places: (385-308) Encyclopedia: Battle of trebbia (coalition) Unified north america (rise of america)
Napoleonic code: (635-508) Reconstruction of empire (hre) Black see breakout (sns)
Using method: Outside cities/stables/factories this item wont work. This is not an item that contributes in the fighting process. This only works at the end of the round. So put this item on at the end of the round when a general is in a city. Would not recommend this item to be used at a stable or low city level, since the share is too little to be worth it then. Use this item when your economy is poor.
My recommendation: This is more like a hardly-used but still valueable item. This isnt the best item and i dont recommend it for beginning. I dont really like these items that much, but when your economy is poor. It can be vital. Also great for chasing lan in hre 1798.

Snare drum (630-504)
Obsolete by skill Mass fire
Places Battle of jena (coaliton) Prussia counterattack (coalition) North america landings (hre)
Way of use: This item will ensure the damage dealed by the general wont decrease when his lives are lower. This is way higher than the max attacking bonus of 6. Put this on your general when you want to aggresively attack the enemy when the lives of the general is going down.
Recommendation: Definitely buy it, its worth it. One of the top items for added damage, which is vital if you want to attack aggresively.

Experience items
Items Art of war (745-596) (exp*1,4?) On war (990-792) (exp*1,8?)
Buy places Art of war: Battle of austerlitz (coalition) Expedition to north africa (hre)
On war: Battle of nations (hre) March on brittain (rise of america)
Usage: Do not use this on though campaign. But keep it conquest only. When you kill a unit, you gain experience. With this item, you gain more experience. Use this item on a general thats going to kill an enemy unit. It gains more experience so its rank (lives) will increase quicker. At the end of the round, appoint this item to the general you want to rank up the most.
Recommendation: Definitely not buy more than 1. Since you can switch this item (and others) from general to general. I would only buy it wirh a great business general, so once done and you sell this item. the amoint of medals you lost is reasonable. But since its possible to just grind rank. I dont recommend this item. Since eventually, not buying this item will be cheaper.
