Major edit: Less than 24 hours after writing this mini guide and after more tests,it turns out all we need is the book.
There is no need for the "Economic expert" or "Economic master" skill because the book will double the income and ressource of the city no matter what,it doesnt matter what general is used.
I will keep this guide for players who do not have the book yet.
TIP:A reminder that you can buy the book at the HQ store by forcing to refresh ( just keep changing the date time on the phone.)
Well on my second play through of European war 4,I am experimenting with new ways of playing. Washington general above caught my eye because an economic general can be quiet usefull.
Let's look first at his overall strengths:
-Versatility: Can be used in any field,he has stars in everything.
-Fast mover: Infantry generals are slow (exception Victoria),at 3 stars he is speedy.
-Mass Fire: Most important infantry skill.
Leadership skill synergy with econ general: This general can make money when defending a front line town (even if surrounded)
-Max training: 5 stars means he will reach top training in battle very quickly.
-Max trading: Ressources are traded at maximum efficiency.This can be used in speed conqests as ressources are key in computing chance of princess unlocking.
Overall Weaknesses:
-Only 3 infantry stars (can be fixed through regroup)
-Not very strong in damage (lack damage skills)
Now let's take a look at a typical campaign and the effect an economic general can have.The next pic shows the city of Berlin,it starts out already maxed as it is a capital.
Money production: 66
Industry production: 8
In the next pic,Washigton has arrived in Berlin,he has no items.Note the increased income and ressources:
Money production: 118
Industry production: 14
If we added the Napoleonic code book (item) to Washington his total boost becomes:
Money production: 132
Industry production: 16
Total effect:A 100% increase in both gold and industry[/i]

how to use an econ general:
Mainly used to jump kickstart the economy for a few turns then back to combat.
In campaigns immediatly assign Washington general (or any economic general) to the largest city that is the closest to the front line.Once the economy is good and you bought the rest of the generals you can send Washington to combat duty like the rest of the generals.
He can also be used in speed conquests to unlock the princesses as mentioned above.
Final note: Dunno how I missed that but using an econ general to jump start the economy made the coveted 5 stars mission finish much easier, I now prefer Washington over any other infantry general in campaign mode.Obviously his infantry stars need upgrading from 3* ---> 5* to get better combat numbers out of him.
