In this scenario, I think I would play defensively in Alaska and Philippines. The main focus is to capture Lyon for nuclear facility. While sieging European cities for resources, also build nukes. If you have 3-4 nukes and some gold then you can take the whole US west coast in 1-2 rounds with nukes+paratroops. Alternatively, you can do the same thing to the UK instead but you will need an airfield that can reach London. By capturing London, you can prevent all nuclear threat in Europe.
