Requirements: good gens (at least 2 cav and an art), medikit save (see below), willing to S/L
So, Romania. Starting off with a single crap gen and facing two enemies. Of course, offence is the best defence, so we place a gen on the siege arty (hereby called Davout) and a not-useful cav (hereby Dumouriez) on the Southern Light Cav.
Here's what it should look like at the end of the First turn:
Following this, I'm dividing it into sections based off Fronts.
Reconquest of Transylvania: Like all Romanian conquerors, you understand that Hungary is a evil nation that stole Transylvania. What do you do? Why, take it back of course! Use Davout, Crap Gen, the militia and the 2 non gen light cav to kill everything and Take Transylvania back into Romania. Why not take Debrecen while you're at it as well?
Third Balkan War: Bulgaria. That nation tried to claim the Balkan Lands for themselves! We did beat them back in 1913, but why not beat them again? You could take the wars to the Ottoman Empire as well, and get revenge for the glorious Vlad III. Use Dumouriez to take Plovdiv and the factory near the Bulgaria crap gen, then go back-and-forth, killing Ottos and Bulgarians until not much is left. You may want to use an inf gen on a Machine Gun after a while, and always get medikit from medikit saves.
Romania, circa turn 10:
Siege of Budapest, Death of Vienna: Steal Lviv and Krakow from the Russians, then attack Budapest, and Vienna after that. If you build a heavy art gen after you take Pest, killing the Budapest gen and Vienna siege should be easy as saying "Vlad III Tepes", but that's optional.
Saving Private Serbia: Around this time, Karl will try to kill Serbia and steal your stuff. Build a cav gen on Armoured Car from Ciuj and kill him. Arty and other support is helpful too. If you're lucky, both Serbia and Austria will be weakened and you can steal Belgrade and take Zagreb from Italy.
Constantinople? Istanbul? Grand Romanian Empire under protection of Vlad III?:
Your cav gen is going well against Karl, so go use Dumouriez et co against Constantinople. Consider helping the British, and go and kill units in Asia Minor after that.

Your other cav gen should be here by now, so invade Munich and the German lands. Consider getting a cav gen in Prague and some stuff from the tavern to aid your good gens.
The Dragon strikes:
Invade Anatolia. Troops there are easy to kill. Use medikits liberally. Also, clear the forts.
Pax Romania: kill off Germany, and finish Sweden, as they are annoying and Russia/Denmark usually send troops to be executed there. Spain is also annoying, but France will kill them eventually (like 10 turns after everything else is killed).
Victory! Glory to Romania! Impale Wilhelm II for being a useless general! Now that I think about it, how did you treat those general POWs?

P.S. medikit save is when you set up a save to get medikits cheap 24/7. Like so:
