In a different thread it was proven that eye covered generals are way more expensive than the other top tier generals. I think it would total like 13k medals if I remember correctly

Instead of creating a perfect eye-covered general, you can spend the same amount of medals hiring 4-5 best generals from academies. So, in my opinion, this is what you only want to do when you don't have anything else to spend medals for. I once did plan to create a panzer general but then I imagined that the general will eventually look almost like Guderian.
