I think weather a empire surrenders or moves their capital is related to the number of provinces they own.
When japan and england surrendered they owned 2 or 3 provinces left after their capital was taken.
hannibal has 7 provinces left after capture of his capital by the romans and moved his capital.

Due to this I decided to sign a 3 turn peace with the Romans to focus my efforts on destroying Hannibal. I taken his capital but he has moved his capital yet again. |

  China has attacked Hawaii. Needless to say I lost the battle, I was able to see them use rockets that have a AOE attack. They did no more attacks after that. Hannibal was defeated and now I nearly defeated Roman Empire. After that I will take on Greece. My biggest concern is China now because they have advanced into the 4th age and will be getting new units. |

I decided to not attack Greece right away and instead spend my coins on getting to the new age. In the turns of peace we have advanced to discovery age and started building new units. We have guns now. This will surely give us a decisive advantage when we fight the Greeks who are still in medieval age. |
