I just did Classical China in 18 turns. It might have been faster, but I didn't use normal soldiers just my generals. And I had one of my cavalry generals sitting next to Angkor for 5 turns before I could declare war.
My path was: One general starts in Taipei and goes from Japan, to Aztecs, to Incas, and helps out in Africa in the west.
Another general starts right under the Huns and goes from them to northern Rome to England.
The third general starts next to Persia and goes through there to Greece to the southern portion of the Romans to Iberian Carthage. This also could have been done faster because I started him next to Almaty instead of directly next to Persia. That took 2 turns.
The final general waited next to Angkor before I could declare war and then went to India, through the southernmost part of the Indian Ocean and came up in Port Sudan to go directly for Cairo.
I got slightly lucky with how many times certain countries moved their capital. For instance, Rome only moved to Paris before giving up. Carthage only moved to Madrid as well.
