The number of missions and invasions you get is linked to the number of cities you have in empire mode. I have 96 cities and now get 7 invasions and 7 missions when they appear. This is nice to know. So I should expand my empire quickly, instead of chilling out.  |

Not sure if it's related to city number, heard from chinese forum that it's got something to do with the level you are at, higher level unlocks more mission

I seen it myself. I was getting 6 per batch but few days ago I built a few buildings and started getting 7 per batch now. I was already at lvl 40 for a while. 95 is likely the point where 7 per batch appears. |

Initially I had 69 cities in my empire, but after I built the 70th city, a new mission popped out right away (and other missions were still not refreshed yet). |

I believe the number of heart a generals get after taking a gift isn't a round number.
For Barbarossa case, when I give him Ivory, the number is between 7 and 8.
