I know he isn't recommended, but Arnold.
Despite 1* in artillery, he's a general and 5* air power and 4* movement. U can be creative in what units you place Arnold in, maybe armored car? Possibly MI? One star in arty isn't going to be that effective, and he can zip around in those mobile units and creative some extra money output.
