No for me. NS needs constitution as it has a govenrment that is democratically elected; here we just have the Mods and saltin.

Ah okay, I say nay, we don't really need a constitution for EFC. We have an oligarchy that works well enough. With saltin, his team, this forum is running pretty smooth.

Just wanted to add that in general I mostly just enforce the main proboards rules (that's the company that host our forum).We have a few specific extra forum rules based primarily on past issues that have upset members such as nation bashing,religious and political topics and such) but other than that members are pretty much at ease and free to do as they wish. So the idea here for the mods and me is to try to create an environment where the majority of the membership can get game information/tips/guides and hopefully also feels welcomed and has a good time in the process.
Anyways..as to having a constitution I am not sure what we could achieve with it or what would be the goal/benefit.

We don't need constitution, but we can put all rules, procedures, and protocols in a centralized "codex"

Irrelevant, organizations do need one (sometimes it's called charter instead of constitution, or SOP - Standard Operating Procedures). A state is merely a political organization that functions with sovereignty rights to determine the things inside the organization and cannot be governed from the outside. But I do agree with you that we as the EFC definitely don't need one.
