Note:

The Space Plan works the following:
You need to build the wonders which costs recourses
You need to upgrade the Space tech in the HQ which costs recourses
You need to launch the wonders which costs recourses.

Without the 3 steps above they simply won't work. This consumes an extreme amount of recourses, so what do you get back?

Sometimes you get an achievement
Sometimes you get a very little rewarding Technology Wonder.

These wonders are the most expensive wonders of the game, yet they give so little. You will never be able to gain the amount of recourses invested on it back. Therefore they are greatly disrecommended. If you need Technology, finish 1960 conquests. Way better than this crap. Iran is greatly recommended and a guide can be found in here.

Once you've build a satelite wonder you unlock the next. The first one you unlock by completing 1960 in 65 rounds. The pathway is the following:
