Ok so my question is do troops and generals heal in citys or not and also how does one get hp regeneration.

Yes, they are. but they heal very slow. You can increase it by princess Jenny (1%), Item Lucky Crown (15hp), ....  |

Logistics skill is the best
Put it on a cav and max it out, every kill is 12% total hp back for them
