I recently restarted the game and so far I have Kate and Kutaisov. I know I need more generals but I don't know who to get. I have 786 medals. If you think I should buy a general, then please give me a list of possible generals and their tier.

Dumouriez (tier 1) or Sulkowski (tier 2). You need a Cav General who can do the job for most of the time (both of those guys are beasts) but also train Lan when you approach endgame. You should also get Sophia soon, and eventually Isabela.

Side Question: Was Kutaisov a good choice?

Side Question: Was Kutaisov a good choice? Yes! He's the cheapest Artillery trainer there is!

Yes! He's the cheapest Artillery trainer there is! AND the best tier-1 artillery trainer! And arguably 2nd-best Tier-1 General overall (you could say Sokonicki or Marmont, but I'd disagree)
