It's been a while I played it, but I either send all of my men to Plymouth or to London.

It's been a while I played it, but I either send all of my men to Plymouth or to London. To London. Then just go west once you capture it. Also, your navy has one mission: Distract the Royal Navy to prevent them from attacking your land units. The survivors, AKA the ships still alive when all the land units land in England, attack the port in London. |
