How do you upgrade cities in this game, In EW4 it was under the city but I can't find it here, am I missing something obvious?

Unfortunately, in WC3, cities cannot be upgraded.  |

Idk about you guys, but I like the fact that you can't build up cities because then you can't become OP simply by upgrading cities. You have to actually fight and conquer to win.

True, you could get OP in EW4 simply because you had more cities than everyone else and the ai did not seem to like or afford upgrades at all. |

Yeah EU4 AI did not mange its economy very well,it upgraded like super late if it even bothered too.

I've seen the AI in EW4 choose the worst time to upgrade their city. Russia: Oh they are in position to capture my rank 5 city? Let me upgrade it for them instead of defending it. Me: Thanks  |

Although, I must say, it made it a hell of a lot easier to win as Algeria and Wallachia or any other smaller country in EW4.

Might be why Easytech took upgrading option out of the game then,because they couldnt make the AI do a decent job at it.
They had to know upgrading anything is always popular and liked by players and yet they took that option away.
