So I leveled up my Ion cannon to level 4, how do I use it? I just got it yesterday, so I'm new to it.

Your Ion Cannon can be found in the bottom left corner of the screen. You click/touch it, then a blue icon will appear on every enemy unit (global range). Click the unit you want to hit. I reccomend generals outside of cities as targets, because at level 4 ion cannon is pretty useless, so you don't want half damage from a city.

Does it pop up at different times? Do you need certain tecs/wonders to use it? |

Well you unlock it by beating NATO mission 2. Have you beaten that?
