When i first play this game, I see there are 6 slots with 2 locked one. And then when i see topic about 4 and 6 slot general i know that I can only have 5 trained gen with the last one untrained. However, when i unlock the 2 locked slot i see 3 more locked slots appear. So that means i can have 9 gens and 8 trained one? It seems different from threads about general slotting i have known so far.

I thought that too. I think the slots past 6 are for storing generals, you can't actually use all of them at once. if you look at campaign, when you go to use a general it probably has a counter for how many you can add. I know it shows a limit of three for big countries in conquests.
I guess buying a seventh slot would allow you to use all 6 slots for fighting generals, and the other for a trainer, but I don't think its worth it.

It can be useful in campaign. Not justified, IMO I guess 7 slots are a bit too many.

Nay, i just think that with more than 6 slot I can have 1 or even 2 navy gens of course only for navy fan but if there are more than 6 slots then Gotlytsin doesn't have a chance to Berthier now, since you can train the last one?
