I have 4 generals right now:dobeln-*****infantry,trained hull-*****infantry,trained serurier-*****infantry and trained dumouriez-*****cavalry.i dont have any slot free so i need to decide which,general i must regroup,dobeln is safe off course and so is dumouriez because he is my only cal general,so which,one is better between serurie and hull not considering stars on troops that are not infantry?

Regroup Hull into your gen with the lowest hp amd keep serurier for know. Use them to get sophia. Complete a few campaigns and regroup serurier into Sophia to make space for Kutaisov and more hp.

Regroup Hull to Dobeln, get Kutaisov or even scharnhorst and regroup Serurier to him, then get Golitsyn and regroup dumoriez to him then get Sophia
