I think that will be the case for WTO since 9 hex range allows you to jump anywhere in the 1960 world so it works perfectly with nuke+paradrop strategy. Anyway, this is just my guess because I'm still 8 hex range.

So this means 8 Hex= great for 1939 & 1943 9 Hex= great for 1950 & 1960

Conquest: 7 at maximum (although in China, there is a guy that finish a 1943 UK conquest with full air force tech).

My guess is that finishing at 17 turns require some luck I bet it took him many tries to get it that low. Still that's a really strong victory,although if he used the Ion cannon then there is no good way to gage if the player is actually really good or is that just another Ion cannon crap victory.
