Lvl2 Plain fighting lvl2 Plain fighting awesome !!! And movement amazing !. Main problem price and artillery ability 3 stars GOVOROV: Price 1870 OK health (120hp) Artillery ***** Movement. * Artillery leader lvl2 Artillery barrage lvl4 Explosives lvl2 Plain fighting. Hello. Crerar is a good beginning tanker, as a canadian I wish I bought him.
If you don't mind saving up medals, I would skip badoglio. He is known as a good starting general, and I used him through most of the game, but Bai and Govorov are better.
Both Bai and Govorov are liked by the community, but Govorov is apparently the favourite Artillery gen for many. While fairly slow, his damage is very high. And I don't think shelter expert and ace forces are great skills. (Well, shelter expert is good for most of it, but at the end you don't have to worry about air attacks) so Govorov skills are better.
Also, Bai is fast on water, since you need three or more move stars to go faster there. Not good enough to replace Govorov though (Konev is fast, but people prefer govorov)
Finally, there is only one level of health difference, so you only need 400 medals to make equal with the other 2. So yeah, I'd suggest Govorov, though Bai isn't a horrible choice. (Neither is badoglio, but I'd skip him)

If you can afford it, than the best choice is Govorov. Bai... haven't used him, but in fact even Bado against his lv2 plain fighting (10 damage) has 1 art star (4 damage) and lv4 artillery leader (2 damage), so in total difference is only 4 damage. And Bado has explosives too, which is very useful. Sure, movement is good... but not so good to sacrifice damage for it. First tank gen for sure is Govorov. iF you can't afford him and need gen, may be Bai can be ok, but the best for sure is Govorov. I have bought Bado first, next was Govorov, after that I replaced bado with EC, when I have upgraded 2 art ECs.

Govorov is the best choice for sure ( high price ratio) and a decent damage output . I not recommending Bai C.X. as a self-customised artillery generals would be better than him(unless you didn't have high-farming ratio then he is a solid choice for 3rd artillery, since we would be making 2 artillery generals in the end ) . Badoglio is a good beginning generals and have explosive to crack cities more effectively than Bai C.X. ( but since you have Crerar , he is like Bai C. X. just merely a third artillery slot that cannot fare better thanself-customised artillery generals)

I like that personally, but for some people, just Konev or BaiVas/Zhu is enough.

While its true that Govorov has the highest damage output. But, how much is that damage being shelled out when it takes him 2 to 3 turns longer to get to within engage distance. DPS in all video games is a factor of how much damage a toon does, plus how FAST and OFTEN that toon gets to use its high DPS. I have actually not been using Govorov lately. He just takes too long to get to the target. And during those turns while he is crawling at a snails pace to get within engage distance, his damage output is ZERO.
Been going:
Tank 1: Guderian Tank 2: Patton Tank 3: Eisenhower (can get air strikes in as well)
Arty 1:Mantstein A true BEAST!) Fires a lottttt more than Govorov due to better movement.....more strikes ..more damage over time) Arty 2: Zhukov (Lives forever)
Air : Goring

Who, Govorov? He's underrated. His sheer firepower offsets it all, his output>Guderian's. And Bai... MORE underrated. A fast beast, reminds me of Isabella in EW4.

Best arty in the game(Not counting Manstein and ECs) but too damn expensive. Buy if you wish. He's also good as an inf gen.

Output, no. Speed, yes. Overall, up to you.

Tough decision...I think of picking up Konev often. Lower output, but better speed.
I'm still thinking over which direction I want to go. I may do the EC number two as Artillery or Tank.
I also have a list of Generals I like, though I probably don't need them, I may get them over time just for fun
Yamamoto Goring Konev Rommel Bai Vasilevsky Montgomery Timoshenko
Interesting generals to me.
