Dip04 Nation Selection and Rules

Unless if mentioned or shown on map, all rules are that of normal Diplomacy.
1. Suez Canal Rules.
A fleet may move from Egypt to Hejaz and vice-versa.
Movement between Egypt or Hejaz and the Mid-Atlantic Ocean is allowed. It is assumed the unit travels around the southern tip of Africa. A unit that moves in this manner does so at half strength. This means that a unit adjacent to Egypt or Hejaz succeeds in moving there if opposed only by a fleet moving from the Mid-Atlantic Ocean and a fleet adjacent to the Mid-Atlantic Ocean succeeds in moving there if opposed only by a fleet moving from Egypt or Hejaz.
A fleet in Egypt or Hejaz cannot support a unit holding in or moving to the Mid-Atlantic Ocean. This is true even though the fleet in Egypt or Hejaz can itself move to the Mid-Atlantic Ocean. Likewise, a fleet in the Mid-Atlantic Ocean cannot support a unit holding in or moving to Egypt or Hejaz.
A fleet moving from Egypt or Hejaz to the Mid-Atlantic Ocean does not cut support being provided by a fleet already in the Mid-Atlantic Ocean unless the attack results in F Mid-Atlantic Ocean being dislodged. The opposite is equally true.
F Mid-Atlantic Ocean can convoy an army from or to Egypt or Hejaz. An army convoyed from Egypt or Hejaz attacks its destination space at full strength. An army convoyed to Egypt or Hejaz attacks Egypt or Hejaz at half strength.
If two units may retreat only to Egypt or Hejaz, or the Mid-Atlantic Ocean, and one of them must travel around the southern tip of Africa, the unit that does not travel around southern Africa may retreat while the other unit is disbanded. Similarly, if two units are retreating to Egypt or Hejaz, or the Mid-Atlantic Ocean, and one of them must travel around the southern tip of Africa, the unit that does not travel around southern Africa may retreat while the other unit is disbanded.

Misc Rules:
All African centres (yes, that includes you too, Algeria and Egypt) cannot be home SCs.
Gibraltar exists. The Spanish are not happy.
England has leveled up into Britain, and realised that its armies were stuck in S Africa fighting Boers, so it exchanged the A LIV home Guard for F Gibraltar. However, Liverpool is still a SC, while Gibraltar is not.
Britain also has Egypt.
Germany starts with 4 home SCs, allowing it to mimic WWI and fight two-front wars if needed be.
Austria decided that a navy wasn't worth it and starts with A TRI instead.
Italy has been replaced by the alternate dimension Milan version Italy. And yes, Piedmont is connected to Rome on the map.
France got in on the colonising effort a bit too late, so it only has 1 SC in Africa, Algeria.
Morocco succeeded from French North Africa, being an independent SC, while Tunis was engulfed instead.
Libya now exists, and Tripolitania (West Part) is a neutral SC.
The Ottomans have decided to build their barracks in Damascus (Syria) instead of Smyrna (Konya), so as to take back its North African territories.
Alsace is created to stop Germans from Blitzing France in a month.
Two new areas exist in the Balkans: Greater Macedonia, a huge Turkish area that acts as a barrier to Lepantos trying to reform the Latin Empire, and Bosnia, who persuaded the author to put them in as they were still an independent nation in 1900.
Ireland and Iceland now exist. Yay for... fermented shark and beer, I guess?
Siberia exists to allow everyone to freeze to death while invading Russia.
Palestine, Hejaz, and Arabia exists to allow Lawrence to bribe his way to Constantinople.
Switzerland was flattened by an industrial-strength steamroller and a now a neutral SC. Yay for invading more neutrals!

I'd like to be Britain again (especially with the changes) but if someone else really wants it I'll be Russia.
