I know I can use a general inside of the stores in the campaign, but I can't equip one in the headquarters' store. Should I be able to? When I tap on the "add general" or addition sign in headquarter store's general slot it doesn't do anything. I wanted to know so I could get a Baker rifle with a discount. Thanks for any replies!

You can't. That's why you usually don't buy from HQ unless if you have enough medals to burn in a bonfire.
There is a list where all items are though. If you are playing mods, ask someone about the maps where each stage are based off on.
