Wonder how you would change 1815?
France is overpowered if you ask me. Wellesley is at waterloo (err, brussels) , Blucher is ready, yet neither general cracks 86, when both should have 110-125 gen health. Grouchy, Massena, Davout, Napoleon, all have higher health. Counting the Austrians, british, germans, its only I think 7 to 5 generals on the big eastern front, not even counting the Italian french and there only being 2 Russian generals.
Meanwhile, the Ottomans and their allies have almost as many generals as Russia and its allies. In reality, a Russian army bigger than the allies at waterloo was moving in Germany when Napoleon had already lost. The allies should be much stronger, though I would accept a stronger napoleon as well, though at least he hits 110.

I would then give the Milan area to Austria and turn the Rome/Florence area into the Coalition-aligned Papal States. Then, I'd use stronger Blucher and Wellington, and add generals to the Coalition as a whole (also to France, but to a lesser degree). Lastly, I might use a 150 health Murat instead of 98, to make up for the addition of the Pope opposite him
