This is less of a direct guide and more of my strategy in this lvl when I first played it. Hopefully this will help you in your own play of this lvl.
Starting out put 2 income princess and a range princess. Keep building machine guns and sending them to HRE base
Send Saladin, Genghis, armored car west to save the Russians, take the building owned by the Russian for income and put princess on it
Send Catherine, Alexander, Napoleon south to fight the enemy units in the middle
Send Washington to fight the enemy units in the middle, make sure to target the armored car general, Caesar sent to the HRE base.
North group
Genghis, Saladin, and the armored car fought off the Vikings, the barracks at the top was lost but armored car was able to retake it. Genghis and Saladin went into the water, killed some artillery. Sent to take the objective factory at the east. Was guarded by artillery and 2 machine guns. Took factory,
South and middle group
Once units in middle were defeated Catherine, Washington, Alexander, Napoleon were sent south to defeat the enemy generals. At turn 7 the HRE General was killed causing HRE to switch sides. Caesar was struck in walls and attacked west to exit. Using machine guns on the outside of walls to take the 2 buildings in the bottom left and destroy the wall. The generals that landed had to deal with a armored car and range general. Forces from both sides enter walls, destroy general and fort.
