My strategy for how I did this level

Move your generals towards the Chinese base in the middle. Destroy the gate because that spot has less HP than the walls. Inside the base will be a infantry general. Once he is killed all units in the fort will change to your side

Now Qing units will be attacking the base. You must protect the middle building and destroy the attacking generals. Take the income building and barracks in the base. Put income and barracks princess. Build infantry. Washington, Napoleon, and infantry sent north east to hold off enemy on the coast.

The rest of the generals sent to south east to kill the 2 artillery generals and take the buildings there. Once done join the group above in stoping the enemy units from landing and killing the generals. Enemy units did come form west but infantry from barracks were able to take care of them. The last enemy general to come will be Li Hongzhang
