Can the aliens create new troops? i have not noticed it happen yet so i'm wondering if they can

I dont know if they do or not because I usually fast forward all my turns but in one of my game that lasted a long time the aliens looked like they were mass producing units starting at turn 50 or 55 and every 5 turns after that.
It doesnt look like the alien AI uses ressources or even oil either.

I think they can. I remember seeing a UFO popping outta an empty city.
