So, I was told once that I need a good Artillery general, and that I can't wait for Bismarck in Industrial Age.

currently stuck on second Aztec mission, and saving up medals.

Koxinga is objectively weaker than Li Shimin, but he is 300 medals cheaper (2700) and is already 4th age (cannon) while Li-Shimin is not only more expensive, but starts in second age.

so I imagine Koxinga is at least 1,300 medals cheaper. My question is-is it a waste of medals to buy koxinga, and use him unupgraded until Bismarck is available?

I'd go for LiShimin as well. If you are gonna replace Koxinga with someone else anyway then it's a waste of medals. But consider the amount of medals you receive from missions, the was is not that serious (about the amount you get from missions over a week).
