Athens is allied with Messane. Sparta is allied with Thebes.
At the start of the game, you gain 6 Hoplites. The order of the game in terms of who plays first is Athens, Messane, Sparta, and then Thebes.
Each city state has a three tile area where routed (will explain) units can be redeployed. Your goal is to being a unit into your allies redeployment area while keeping your opponents from doing the same.
You have two moves per turn, and you can either turn, march, push, or redeploy. If you have adjacent units that face the same direction, it becomes a phalanx and can all move, turn, or push at the same time without costing additional movement.
You rout enemy units by pushing them while they do not face you. If their unit does face you, then you push. However pushes are only succesful if all of the units in a line behind your unit is greater than their number of units in a line. A push will push the entire enemy line back one tile. You can also push people into your own three tile redeployment zone to rout them.
Thats all I can think of right now. I don't mind editing the rules from traditional Nika if needed. Will add if I can think of anything.

I think it would be more fair if the turn of order is more of Athens, then Sparta, then Messene, lastly Thebes. Alternating between teams instead of playing twice in a row against the enemy from a team's perspective. Or is that actually worse for gameplay balancing?
Btw, is this kinda of a game played out on some sort of a grid (aka a Chessboard)?

From what I've played its just logically right to do it the way I proposed which is actually the official rules but we could try what you suggested, FOR SCIENCE
