Persia exists yes...in campaign. It recreates the Russo-Persian war, but uses eastern Turkey and eastern Russia to represent the persians. They DO have their generals though. So yeah, Persia could be added to map. Geographically accurate persia? Would need to build it yourself. Of course, maybe you mean persia is actually in the game files as a place. Then why did they not use it? Persia doesnt exist in terms of geography, but it is mentioned briefly in many cases in places it should not, such as the unit roster.

Persia controls Crimea and much of Asia Minor in the second Russian campaign map

Rather, they remain undefined.
