I have 2905 medals. I have Alexander, Robin Hood, Hannibal, Joanne of Arc, Cleopatra, Montezuma, Huo Qubing, Pachacuti, and Leonidas. Which above general should I get first?

If you do not mind, I would offer some minor change: "who do you think I should get first". For it is not "either/or" dilema, but priority is the most important question...

If it changes anything, I do prefer to send Alexander directly into battle, while I do have trouble making use of Cleopatra. So maybe a new artillery would come in handy?

Ok.
I gave already my reasons. Caesar is one of my best generals, but getting Li Shimin first is reasonable. One more thing - Li Shimin makes feel his praesence on the field right from the start. It is not an urgent matter to develop his skills or to promote him. Instead you can concentrate all your efforts to get another top player.

I guess I've decided to get Li Shimin due to the obvious win. I will be saving up a couple more medals, so it will be soon.

Li Shimin. If you are not buying Napoleon, he's the only viable choice until you get access to Koxinga. Unless you are patient enough to progress into Industrial era and hire Bismarck then you will need to buy a good artillery general anyway. Unless you are OK with Cleopatra, that is.

I like Caesar very much however some levels especially the later levels you will want/need a good artillery general.
Since you dont like Cleopatra. Li shimin is your choice
