That's not enough attack for making use of mobility. I don't think any blue general is good enough for endgame. ( With the possible exception of Montezuma for Healing Skill and Petain/Catherine for decentish stats) I am trying the monezuma tac. Its cheap to get him full healing, 6* and i got easilier past some campaign levels. I only use hime as 7-8th general and mainly for his 150hp with 2-radius for 3turns. Good enough to heal up my power crushing generals. Ofc caesar is better but it would cost me months to get himup to speed You can also use Montezuma to apply damage reduction debuff. That's half of the things Nobunaga can do.

Ok, I've found out and I could be wrong in fact. She has "mobility" (common for cavalry but outside this class only Jebe has it). Not bad at all... But basic statistics is not impressive: At. - 373 Def. - 68 Hp - 2577 Add 15% to atk and def, she has inspiration.

I am not that positive about the healing skill. While it is certanly good, on 3000 health generals ( the average of well equiped 6*) 150 is just 5%, which might not be enough, especially for those cities in Empire mode. ( I feel Volgograd is even more difficult than Panama)= We might need 2 or 3 Healing generals ( BTW do heals and attack/defense boosts stack? Because debuffs don't)

Add 15% to atk and def, she has inspiration. Good point! That is the strength that saves her. With inspiration she is a Bismarck with Columbus health, which is decent. The difference between Bismarck and Cleopatra in 5* is just Bismarck can take 1 or 2 hits more.
