I've heard that it's a bad idea to upgrade Li Shimin to Lvl 3, but how about others? I have Cleopatra and she can be upgraded. Currently I'm not the biggest fan of her, as she gets killed before she deals any damage.

I saw many positive comments towards Cleopatra, as a purple general with blue health. Li Shimin is pretty good, but he is costly.

People don't want to upgrade Li Shimin to 3 star because he will lose the ability to do AOE damage however I don't share that opinion.
AOE damage is nice but you generals need to upgrade to get stronger or else they fall behind.
I say upgrade Li shimin

I would say it is important to upgrade a general when the time is ripe. In my experience for Li Shimin it is Descovery age. He is good enough until that period, so it is possible to concentrate all efforts meanwhile on other generals.

I agree with best75 and stoic. Li shimin should be upgraded but you can wait a bit and in the mean time use his special skill. I would not advice spending medals on upgrading generals which you wont use inthe end. Cleopatra is way too weak for an important end game generla. Besides li you will get bismark for free. |

And good news (at least for those who just started the game recently) that there is no need to wait until Industrial age to get Bismark. Hamburg is automaticly on the map at level 70. It is not important at all, what age you currently have. My brother is not very excited to win auto conquests over and over again, and he is still in Descovery age. And now he can hire Bismark. I would like to have Bismark in descovery age...  ) |

I'd say to wait until you evolve to Discovery Age, so that you can get cannon unit, which is much better than catapult due to its 2-3 range. Also artillery generals are not really a must in early game.

Ok, I've found out and I could be wrong in fact.
She has "mobility" (common for cavalry but outside this class only Jebe has it). Not bad at all...
But basic statistics is not impressive:
At. - 373
Def. - 68
Hp - 2577

That's not enough attack for making use of mobility. I don't think any blue general is good enough for endgame. ( With the possible exception of Montezuma for Healing Skill and Petain/Catherine for decentish stats)

Its cheap to get him full healing, 6* and i got easilier past some campaign levels. I only use hime as 7-8th general and mainly for his 150hp with 2-radius for 3turns. Good enough to heal up my power crushing generals. Ofc caesar is better but it would cost me months to get himup to speed |
