Nobunaga He is the best Archer and quite cheap for skills upgrade.

Robin isn't that good anyway, Nelson and Yi Sun-sin are great, Li Hongzhang is pretty good, Catherine and Jhansi are also solid picks.

He blows Robin hood out of the water, and is also better at age 4 than Robin Hoods successor, Catherine II by about 200 health points, 80 attack, and 32 defense. Also 1 movement but who cares about that. Montezuma? Nobunaga has the same 2nd skill. Matches it with spy instead of the situational fort, and has sniper master instead of cure master. Cure master is nice, but it does not beat that combination. Since Moctezuma is also blue, I doubt his stats come close to Nobunaga. So really, in comparison you only have 1.5 archers. Particularly considering you will want to replace robin with catherine to save medals.
