Frederick the Great, Sherman never gave clear rules, so it's being run in a highly free-style way right now I quite like this freestyle form, really. We to some extent know what is possible and what is not in the time periods these are set; it's nice to have a freestyle game with unspoken but obvious rules. Knowing us as a group, someone will break the implied rules, and then salt will happen, followed by a mountain of new rules

Can some of us smaller countries pick another smaller one nearby to merge (like Peru and Bolivia seem to be in the American one)? By smaller I mean everyone but Prussia, Austria and the non-Imperials. If so, can I have Mecklenburg? Bismarck Jr, we have yet to hear a verdict on this.

Holy Roman Emperor can enact reforms much like in EUIV, but they are whatever he desires
The Emperor can choose what countries become electors, however he cannot remove them. In order for an elector to be removed, the electors must call a vote to kick him out.
Emperor can end one war in the Empire of his choosing every 5 years, starting in the fifth year.
