It is so hard to decide! I played on my IOS again and I have 1 slot remaining. I bought LaSalle, Suvorov and Sidney, Got Victoria and Lan too. I want to have Moreau but that means I can't get a trainer to regroup him to(Kutaisov).

About that, I 5 starred him in Navy and he is pretty maxed out in Health. Speaking of which I need him in Sun Never Sets missions so that will be hard.

What happened to your Isabela?
My experience was that the 2-artillery, 2-cav, 2-infantry paradigm works well, in that order of importance. So if you don't have Isabela, then you should get Moreau, and also pony up for another slot. SNS naval campaigns are much easier with three naval-adept generals. I went with leveled-up Kate, Victoria, and Sophia. 5* Victoria can actually put up some bigger numbers than 5* Kate on Navy, although I'd say Kate is more consistent.
If you're committed to staying with six slots, then you could go leveled-up Victoria and Sidney as your 1 and 2 navy and see if default Suvorov with 2* navy is sufficient for you. Then get Moreau (defer that decision) after you complete the naval scenarios. There does seem to be excessive overlap between Suvorov/Sidney/Victoria, especially without a #2 artillery.
