Looking at the rather lackluster Chinese academy I though Bai general is worth trying and I am thinking he might be overall a better artillery leader than Leeb because of the superior combination of skills, health, price and extreme speed mobility. Check both of them out and state your thoughs on this,here they are:

I would take Bai. The movement on artillery is so so so crucial, especially in 1939 conquests when rocket artillery is rare.

Agreed,at first appearance Leeb looks better because of his 5 stars in artillery but 5 stars is only 12 extra damage point over 3 stars that Bai has. Leeb also has one good skill that Bai does not:the explosion skill,but Leeb has the critical damage skill which I think was proven to be useless.
Bai has 2 of the best skills that Leeb does not,the plain skill,and the bonus damage when health is half skill.So overall I think Bai damage output would be not too far from that of Leeb.
Health is a major part of generals attribute specially in the 1950,1960 and 1975 eras and Bai has more health. It will cost you 400 medals to upgrade from 140 health (Leeb) to 170 health (Bai). Bai marching speed is out of this world so he can be used on special missions too, like when you need an artillery to get to the front fast!
Not sure the exact price but Bai is less than 2k medals while Leeb is over 2k medals.
I think Bai is a valid choice,I was thinking about adding a 3rd artillery commander to my line up too.

^ FYI all skills with "leader" in name not working. Leeb has one good skill:explosion,that is all.
Defense tactic skill is ok but on most other units but trigger very low chance and skill not good match to artillery because artillery unit not get retaliation and so skill never get a chance to help.
Artillery barrage and all skills from tanks and infantry that add bonus damage when health at 50% are rated best skills in game because all units suffer damage,it just a matter how quick.This skill Bai has and Leeb has not.
Plain fighting skill is also rated as best by far,because plains are everywhere in WC3 and artillery too heavy to moving anywhere but plains,so skill in constant trigger mode.Again Bai has this and Leeb has not.
So final words Bai damage output below but not far from Leeb.Leeb true cost is ~2500 medals unless wanting to play with general with tiny health,that makes him ~700 medals more expensive for small damage addition and loss of very big mobility.

Just got Bai,figure I'll take me for a spin and see how he performs.Damage not too bad and he moves --> 3 hexes <-- in water. Speedy Bai moves like a ship

I don't think I ever seen land unit move more than 2 squares,I guess it's possible only if the general has a certain number of move stars.

So basically if you want slightly more power Leeb is a better choice but Bai is much better at speed and his output damage is close to that of leeb.
And I didnt get why would leeb cost 2500 medals,untill I realized that would be his true cost if his health was upgraded to match that of bai,so yeah Leeb seems overpriced.
