What is the best country in European conquests for this?...

I've been at 420/420 with all princesses for awhile now, and am running out of things to do in EW4.
I'm trying to get four of the six generals in my HQ up to 150 before I move on (Sophia/Lan have reached that mark) and I'm trying to play Conquests rather than pure farming to retain some entertainment value because, as we know, the jump from 125 to 150 takes awhile.
I like to play 4* or less countries to get all four generals involved and prefer to just go around killin' folks, rather than being selective, but the AI makes it harder by refusing to turn from neutral/ally to enemy when I steal their cities and/or garrisoning them. So my question is this:
What country and conquest year is the best for meeting the following conditions:
- European conquest (I enjoy the battles more than the marching)
- Has 4* or less
- Starts with the most enemies/fewest allies and neutrals?
My initial thought was Poland of course, and I enjoyed Poland 1809 for the default Polish generals, but is there a better country for conquering the whole map board?
