I was thinking washington I have 700 medals Washington at level 5 should have Strafe- +50% damage to Cavalry AND infantry. Thus, I think he should be your priority. I'm not sure about the ones in the middle, but: Napoleon gets 100% no retaliation (like an upgraded Firepower, named destroy) Richard-Genghis Saladin? Li. Final one should be Nobunaga, as his level 4 skill is very strong, and he only gets it back at level 6. He WILL get stronger if upgraded, but since he is already good you can wait to upgrade him.

Just edited, because I remembered Napoleon also gets an important upgrade in Gunpowder.
I'm not sure, others might prefer upgrading their artillery before their other units, but only Napoleon and Washington get new skills as far as I know. Nobunaga gets a "worse" skill, so he is at bottom of priority, even though he will still be stronger when upgraded than at level 4.
