I am not too pro but heres my list.(I am excluding tier 3 elite generals cause i never bought them and some princesses which I did not earn yet.)

He's Golitsyn plus defense art (people who came up not knowing it only triggers when you're attacked hate that skill, but it's good) |

Arty: Nelson, Isabela, Moreau, Sophia, Scharnhorst/Isabela, Sophia, Scharnhorst, Sokolnicki, Sakurako.
Inf: Wellesley, Lannes, Washington, Victoria, Suvorov/Victoria, Dobeln, Sakurako, Eugene, Oudinot.
Navy: Kate, Jervis, Nelson, Treville, Sidney/Kate, Sidney, Hood, Duckworth, Collingwood.
Hybrid: Sakurako, Kutuzov, Desaix, Poniatowski, Lannes.
