I am not too pro but heres my list.(I am excluding tier 3 elite generals cause i never bought them and some princesses which I did not earn yet.)
Infantry: 1 Dobeln (He's op nuff said.) 2 Oudinot 3 Picton 4 Hull 5 Bernadotte
Artillery: 1 Isabela 2 Sophia 3 Scharnhorst 4 Drummond 5 Kutaisov
Navy 1 Kate 2 Sidney 3 Ushakov 4 Hood 5 Chichagov
Fort (Never have one or used one at all)
Buisness 1 Kosciuzko 2 Arnold 3 Bernadotte 4 Joseph Bonaparte 5 Nenadovic

He's Golitsyn plus defense art (people who came up not knowing it only triggers when you're attacked hate that skill, but it's good)

Arty: Nelson, Isabela, Moreau, Sophia, Scharnhorst/Isabela, Sophia, Scharnhorst, Sokolnicki, Sakurako. Inf: Wellesley, Lannes, Washington, Victoria, Suvorov/Victoria, Dobeln, Sakurako, Eugene, Oudinot. Navy: Kate, Jervis, Nelson, Treville, Sidney/Kate, Sidney, Hood, Duckworth, Collingwood. Hybrid: Sakurako, Kutuzov, Desaix, Poniatowski, Lannes.
