If you're going to include princesses in said rankings, you have to include Victoria on the navy list. She's four stars out of the box and at five stars should arguably be number one on the list.
Although she doesn't have the classic naval movement skill-set (easily solved with a naval movement item), she is the only 4/5* naval general with either Mass Fire, Assault Art or Defense Art, all three of which are just as powerful in a naval context as in a land battle.
Also, as I've stated elsewhere, you'll find her naval capabilities more essential to finishing the game (finishing/5-starring all campaigns) than her value (albeit exceptional) on an infantry unit.

Mass fire doesn't affect navy, only infantry. Victoria is good, possibly great, as a navy general, but probably not the best, unless you want to do a lot of s/l. Still is arguable for top-5.

You are correct about mass fire, that was a misstatement on my part. The point with Victoria is that, if you’re going to consider Kate as a strong candidate for best naval (and rightfully so) you have to consider Victoria as well. Here’s a try-it-for-yourself test that’s apples to apples and fast to do; assuming you’re there in game-progress. Using maxed-out Kate (5*navy/150/10) vs. maxed-out Victoria. Put them both on the battleship closest to Cronstedt (also on a battle-ship) in SNS Trade Blockade and attack him on turn 1. He is 3* navy, so an “average” test subject. Without attack/defense items, and without assault art/defense art here are the turn-1 results over ten replays each: Kate
Damage inflicted/received 78/43 71/45 52/28 64/49 58/40 71/34 69/36 67/51 75/38 64/61 AVG: 66.9 / 42.5 Victoria
64/33 69/43 75/66 83/45 58/68 64/56 100/66 84/52 83/65 52/47 AVG: 73.2 / 54.1
Kate never breaks the seventies, Victoria did it 40% of the time. Victoria also had 1 “exceptional” attack of 90 or greater. Anecdotally, I’ve never seen a 100 out of Kate on a full-strength opponent, without attack items. 100+, even without assault art, is not surprising from Victoria, if you’ve used her a lot in navy. In Kate’s favor, she did a better job of minimizing the average damage, but big inflicted numbers are frequently accompanied by big received numbers (on full strength generals), in both naval and non-navy scenarios. Kate also never received more damage than she inflicted, which happened to Victoria once. So again, depending on your view of assault and defense art for Victoria, an extra training star plus flashy results vs. Kate's better movement, fireproof, and steady results, they're both worthy of consideration for best in Navy.

True, but also remember Kate has fireproof, a decent navy skill. The reason why Kate is so highly regarded for navy is because she has 3 great skills for navy, while Victoria only has 2 good ones. However, you have presented a good argument, and I can see why some might regard Victoria as one of the best.

Here is my list. I didn't spend any money so i don't know too much about tier 3 generals
Cavarly: Lan is the best. Dombrovski is prob the best tier 3 and golitsyn is best tier 2. Artillery: Sophia/isabella are good. Moreau is the best because i prefer output over movement that isabella provides (only 1 extra hex.) Infantry: Victoria is the best if you s/l. Suvurov is the best tier 3 and Dobeln is best tier 2. Navy: Victoria is the best if you s/l. Nelson is best in tier 3.
