But I think Serbia should be starting with some gunboats or destroyers, rather than moving instantly to battleships. I'm not even sure they have the ports for that (honestly I don't know the minimum requirements, but I know there are)

He beat stagnating, backwater China. He's still 5 years of rapid growth away from Tsushima, where he beat underdeveloped Russia. He's not ready to beat powerful France, and he can see that. Don't play that card. Yes, Russia is underdeveloped. It STILL has one of the top 3 navies in the world. I would compare the French and Russian navy size, but you know, Tsushima. I might still find a way later. Even if Russia is close, Tsushima is 5 years of aggressive growth away. Japan can't beat France, at least not yet.

You can underestimate Russia while simultaneously being correct about Japan. I like to target irrelevant inaccuracies, nonetheless. You also seem to be right about the aggressive growth, from what I've read. The Japanese did indeed enter its greatest boost directly following the boxer rebellion, which we just hit. However, it seems that throughout the early period of Japanese Navy, most ships were British built, while prior to 1900 Japan used French navy tactics, specifically the Jeune École doctrine, designed to target larger fleets with a weaker force (used by French since UK is so far ahead) Of course, it has already began to create its designs from native thought and will, instead of relying entirely on foreign plans. It will soon buy more ships, mostly from Britain, including its first Battleships. Its destroyers, light Cruisers, and torpedo boats are partially native built by this point. (to be fair to your long ago claim, at one point prior to 1900 much of its purchases were French. These never formed a majority of its fleet however)

I'm not mad, I'm just stating what I need done. That was when I wanted to start, not nessasarily when I was able to actually do my turns. I'll do my turns on the weekend when I have the time. I have started writing it but I'm not done. I did say thy Tuesday was the earliest that I could do it. Unfortunately I couldn't do it then.

Serbia declares war against the Ottoman empire and sends full militia battalions to the borders with the Ottomans and any remaining vassal states, official or not. Terrorist bombing raids occur along the balkans and some officials are assasinated. Serbia, in preperation for turkish retaliation, launches it's only zeppelin to the Ottoman Empire mainland to drop bombs and leaflets to demoralizes the ottomans, however, the zeppelin is destroyed in a hijacking after stopping to refuel. 50,000 able bodied men are raised in addition to the 100,000 trained soldiers and complementing militia of unknown numbers. Ottoman roflstomp like it's the 1500s coming next phase.

I have too few ships to sell him any, that's for sure. I wonder how far the Ottoman Navy travelled in the years leading up to world war 1. Whether I can allow you to pass my land. Of course, the Navy is not your only tool for sure.
