How do I get that?

Normally it'd show up. It's probably a bug.
Do you have a save? Check if you don't have any enemies left, and if on phone, only keep the EW4 app open when you finish because more RAM used usually causes more bugs.

Now in settings I have 100 for Europe and 100 for America.

That's way too high to get to Asia. The button will only appear if you get the minimum turn requirement to get 50 years ruled in Asia.
