I know it marks the nationality that last moved a zone of control over it, but is there a game function that tile color affects? In some games it is tied to a supply mechanic such that fuel and ammo would run out or to a communications mechanic, or something. In WC3, it appears to be a cosmetic feature serving no purpose other than to show which of your allies last trod across your lawn.

It's cosmetic, unless if you're talking about those supply terrains (oil well for WC3, farms for EW4) or ownership of cities.

It does affect who has the ability to put down land mines or forts on that hex. Only the "owner" can put down stuff on it (not counting paratroopers) and even allies or enemies cannot put a fort or a mine on it until they take ownership of the hex there.
