Assuming non-IAP
By the time you upgrade to Empire Age, you will have about 3000 medals. That means you can access one of 6 great generals
Nobunaga
Caesar
Richard
Li Shimin
Atilla
Suleiman
Now consider the "free" generals you get in this time
Alexander
Barbarossa (treasure)
Saladin (treasure)
Cleopatra
Hannibal/Huo
Montezuma (coin)
For infantry, we have a Gold guy and a Purple guy, so getting another one is a low priority. The ones you have are plenty.
Cleopatra can hold the Artillery slot for while, so Li can wait.
In Cavalry, you have Hannibal and Saladin, but in Archer you have Robin Hood and Montezuma, so Archer needs a boost quicker. If you want a Cavalry lineup, you should get Atilla, but I'd get Nobunaga otherwise.
