Aside from the bonus fighters get for attacking infantry and the bonus bombers get versus tanks and ships, what sets these two forms of air attack apart?
Fighters cost 2/3 the cost of bombers. For every two bomber attacks you get three fighter attacks. It seems to make sense, then, to exclusively use fighters except in special circumstances, such as versus a battleship general.
However, there is another situation in which bombers appear to be the preferred mode of attack: when attacking cities with air defenses. I have not had enough experience with this game to give hard numbers, but my experience is that air defense reduces bomber attacks far less than fighter attacks.
On a related note: how do general skills stack with air attacks? For example, if the general has city fighting and explosives, do these enhance his effectiveness when ordering air strikes?
