Observation about "Leadership" and "Spy"

Some interesting observations came from Industrial age campaigns. Nobunaga with Leadership and Spy lvl 8 was able to penetrate defense almost every turn (definitely 80% of the time) in previous campaigns. But now while fighting against formidable opponents, he hits only 50% of the time at best. For Barbarossa, Li ("Leadership") and Alex (“Spy”) who have lvl 7 – figures are even lower. So maybe lvl 10 will be necessary for those skills…
