Scharnhorst, he was my second artillery general and he's the best tier 2 artillery to me.

Sad that Kutaisov got no votes whatsoever.
Yeah, he is probably weaker than Scharnhorst. But if we allow monetary arguments, well Kutaisov is clear victor.
Kutaisov is classic, regardless of how he actually measures up.
Edit: but yeah, Scarnhorst is the only other reasonable choice. Well, one might say.
