Well, if there is one thing I learned from this forum, is that whether something worth doing is always worth overdoing. This is my Cuba 1960 guide to fill in the missing Cuba conquest guide in the conquest guide list, along with the 1950. This is a follow-up of link since the basic tactics are similar.
I must say that comparing to 1950, Cuba in 1960 is easier to rush for veteran players, since you don't have to run around dealing with minor threats like Africa, Indochina, Mexico and those small outlying towns out at islands. The Soviet Union and China will play extremely aggressive in Europe and Asia comparing to 1950, so for once they will help with a lot of job that may interfere with your work. However, it will be much harder than 1950 for players new to 1960 or don't have decent artillery general, and the fact that there are much more nukes against you present in 1960, which can makes the conquest troublesome. If you are not quick, US won't hesitate to nuke you off the face of the Earth before you get your force ready.
Minimum Requirement: a tank general preferably with explosive skill, a decent artillery general with explosive skill, level 6 artillery. If you do the timing right in the Europe part later on you won't even need PMI.
Optional Requirement (mainly for rushers): Ion Cannon (level 9-15 should be good enough), an air general, decent +8 tech tree for artillery and tank.
Keep in mind that your primary targets are North America, South America, Western Europe and Australia. Japan is a secondary target, but if you don't plan to rush hard, don't bother with Asia, Africa, Middle East and Eastern Europe. Those are the job for the Chinese, Soviets, Mongols and Indians, not yours.
Stage 1: North America
As covered from the last 1950 thread, NATO force from South America and Europe will come and get Havana. Put your tank general on the heavy tank and artillery general on the field artillery, then set course straight to Florida (not Houston, I suck at geography ), then straight up Washington DC. Unlike in 1950, both Washington DC and New York will have super tanks with decent generals waiting for you. If you don't have Ion Cannon, then you have to build any sort of artillery/tank from Havana and send it off to Washington DC, along with your starting general (in short, hit Washington DC with everything you have). Once you have Washington DC, then the process of working with North America is self-explanatory and is covered in the 1950 thread. You can also proceed gradually down Mexico City and Bogota to fetch yourself some precious resources you're lacking, and also don't forget Brazil. Unlike 1960, there is no Indochina to worry about, so Japan isn't too big of a problem. However, it would be nice to have Sapporo, Tokyo, Manila and Midway, just to make your life at Australia easier later on.
Stage 2: Europe
Different than 1950, our first destination in Europe won't be Dublin, but rather Lisbon in Portugal. The simple reason for this is that you don't have to deal with the entire British Navy coming at you and missiles from both Britain and France. You still need a large landing force (aircraft carrier is not required however, because Lisbon is well within missile range) to endure missiles from France during your journey from West Coast to Portugal. But before you start anything, make sure you have maximum amount of nukes and as much money as you can possibly have before you force arrives at the coast of Portugal. And basic rules like having your general to be the last to leave still applies. Although the enemy will send some defenders to stop you, do not engage them to preserve as much health as possible. Once you reach the coast of Lisbon, send nuke from New York to Lisbon and all of other Spanish cities. Since Lisbon has a level two airport that allows for paradropping, the nuke+paradrop combination begins and the whole process is self-explanatory until you conquered everyone in Europe. It should, however, much less costly when doing so comparing to 1950 because the Soviet and Polish would have done a lot of the heavylifting job for you with Germany, Eastern/Southern Europe, Africa and Middle-East.
Stage 3: Australia
There are two routes outlined in the picture. However, route two is not recommended and Port Moresby should still be your priority, unless you have really powerful Ion Cannon that can blast Brisbane in around two shots or if you have large Aircraft Carrier pack that can bomb Brisbane to submission. Once you have Port Moresby, apply the same nuke+paradrop strategy, and victory will be yours.
Winning below 65 turns are easier than 1950, just keep your resource and timing right for the Europe part and you should be on your way to solid victory.
