I think you are looking at the short term without the long term. You have to consider who you will use in the end as your lineup, and if you will have an Infantry, Cavalry, Archery, or mixed team. Then you can evaluate who you need at each step.
Out of these, Alexander is the only non-garbage one.

St Joan of Arc is not very reliable in Empire Age. The best will be Alexander, for the rest in the poll are unreliable ones. You could also get Barbarossa from Vienna, he is free.

Further You will need Li Hongzhang and Nelson to include Commanders into Your archer team. But You don't have artillery. Focus on getting the artillery general now. You will have Bismark later, but anyway You will need two in the future, so either upgrade cheap Cleopatra or save for Li Shimin. |

In case You will go for Li Hongzhang and Nelson, focus on either upgrading inportant skills of Your generals or save medals for purchasing the generals in the Discovery Age. If focusing on skills: Leadership & Spy for Nobunaga, Logistics for Washington, Inspiration & Rumor for Cleo. Maybe think about upgrading free Barbarossa with his Leadership or think about purchasing someone else who could play a meatshield role in Your team as archers are too fragile. |

On iOS I installed the game on another device using the same account I brought the game and IAP generals with to test the restore feature and I can confirm you can get your IAP generals without buying for them again. Using same account to click restore I assume it works for other platforms as well. |
